URBAN POOR ALLIANCE (UPALL)

The Urban Poor Alliance is a national movement of urban poor community associations, barangay and city-wide federations and support organizations. It was  established on July 8, 2005 during it’s first General Assembly at the Walter Hogan Building, ISO Complex, Ateneo De Manila University.

Four national network of NGOs and POs worked together to form UPALL after a study-tour by urban poor and NGO leaders in Las Pinas and Muntinlupa in Metro-Manila, Sorsogon City and Legaspi City in the Bicol Region, General Santos City, Davao City and the Island Garden City of Samal (IGACOS), and Cebu City in the Visayas. The study-visits were organized by the CMP Congress in partnership and in coordination with the Bicol Urban Poor Coordinating Council (BUPCC) in Bicol and KPS in General Santos City in Mindanao.

The four national network of NGOs and POs are the following :

  • The National Congress of CMP Originators and Social Development Institutions for Low-income Housing (CMP Congress) and its partner community associations
  • The Homeless People’s Federation Philippines,
  • TRICOR (COPE, CO-Multiversity, Urban Poor Associates) and its partner community associations
  •  The Urban Land Reform Task-Force (now Urban Land Reform Movement).

Presently, under the National UPALL Formation are four Regional Formations ; UPALL Mega-Manila, UPALL Bicol (BUPCC), UPALL Visayas and UPALL Mindanao. These regional formations also have City-wide Formations under them.
